Borger City Council to meet Tuesday

Meeting Agenda

Call to Order at 6:30 p.m.

3. Invocation

4. Questions and comments from citizens. Citizens who have indicated their desire to speak to the City Council will be heard at this time. In compliance with the Texas Open Meetings Act, unless the subject matter is on the agenda, City Council members are prevented from acting on the subject and may respond only with statements of factual information or existing city policy; however, City Council members may refer the person making the comment to a staff member or request city staff to place the subject matter on the future open meeting agenda. Citizens are limited to three (3) minutes for their presentation to the City Council.

Election Items

5. Administer Oath of Office and present the Certificate of Election to newly elected Officer (s).

6. Conduct an election for the election year 2023-2024.

7. Appoint Mayor Pro-Tem for the election year 2023-2024.

Consent Agenda

The Consent Agenda is considered routine in nature and non-controversial. Consent Items include minutes, reports, tax property sales, and bid awards for expenditures previously approved in the budget. The Consent Agenda can be acted upon in one motion or individual items may be removed from the consent agenda for individual discussion by a Council Member, Board Member, Executive Director, or the City Manager.

8. Consider and take appropriate action on the minutes of the Regular Meeting of May 16, 2023.

9. Consider and take appropriate action on the expenditures for the first half of May 2023.

10. Fiscal Year to Date Financials

11. Consider and take appropriate action to award the Transfer Station Roof Replacement Project bid.

12. Consider and take appropriate action to approve, on final reading, Ordinance O-005-23, adding Article 4.12 “Commercial Filming Regulations” to make Borger a more film-friendly destination.

Items to be considered:

13. Receive the FY 2023 Tourism Reports and then consider and take appropriate action to approve a Tourism Services Agreement between the City of Borger, the Tri-City Concert Association, and the Friends of the Hutchinson County Historical Museum for FY 2024.

14. Consider and take appropriate action to approve Resolution R-014-23 receiving the 2023 Master Drainage Plan and incorporating the plan into the Hutchinson County Hazard Mitigation Plan.

15. Consider and take appropriate action on Resolution R-015-23 approving the lease extension terms between the City of Borger and American Tower.

16. Consider and take appropriate action to approve an Amendment to Order Terms between the City of Borger and Seagrave Fire Apparatus, LLC.

17. Consider and take appropriate action on an Interlocal Agreement between the Borger Independent School System and the City of Borger for the FY 2024 School Resource Officer Program.

Executive Session

18. Discuss the appointment of an Associate Municipal Court Judge.

Return to Open Session

19. Consider and take appropriate action to confirm the City Manager’s appointment of Trish Burris as Associate Municipal Court Judge and authorize the City Manager to execute an agreement for Associate Municipal Court Judge Services.
